Two stray cats (brother and sister?) Long question..?

Since you cant keep them the best thing to do would be to take them to the pound so they can be treated for whatever they may have. I know the ASPCA is busy, but i still don't agree with the euthanasia of the animals that aren't adopted out. I would try to find a no kill shelter for them. good luck and i hope this helps!
